Chief Operating Officer

Spurwink Services | Portland, Maine

Spurwink seeks a strategic and collaborative leader for the position of Chief Operating Officer (COO). Reporting to and partnering with the President and Chief Executive Officer (CEO), the COO will be responsible for the daily operational aspects of the agency: 

  • Acting President/CEO in the absence of the CEO
  • Senior administrator sharing responsibility for contract and check approval with CEO and Chief Financial Officer (CFO)
  • Responsible for the IT Department’s effectiveness and outcomes in close coordination with the Director of IT and the virtual Chief Information Officer (CIO)
  • Responsible for the Facilities Department’s effectiveness and outcomes in close coordination with the Director of Facilities
  • Overall project management responsibility 
  • Responsible for the success of major agency projects
  • Ensure that Spurwink provides optimal client outcomes and meets or exceeds all budget goals. 

The COO will be responsible for active participation in program and department operational evaluations, short- and long-term strategic planning, and policy development. Externally, the COO will be an active participant in stakeholder engagement in support of Spurwink goals including the State of Maine’s Department of Health and Human Services, Department of Education, Department of Corrections, Governor’s Office, the legislature, and municipal and county governments. 

The COO will demonstrate Spurwink’s values and CARE principles in fulfilling all job responsibilities and actively support the integration of Spurwink values and the CARE model in all areas of responsibility. 

Using collaborative management practices, the COO will support effective communication and collaboration in all aspects of the position including with the Board of Directors, Senior Leadership, and staff across all programs and departments.

The ideal candidate will be an effective leader, natural collaborator, and gifted manager with keen strategic and operational planning skills. Candidates must have a minimum of ten years of experience as a senior-level manager in the fields of healthcare (or related fields), mental health, intellectual, and developmental disabilities and autism, children’s services, and/or education with increasing levels of responsibility. A masters degree or other advanced degree in fields appropriate to the functions of the organization is required. The COO must maintain a current Maine driver’s license and a clean driving record as outlined in Spurwink’s Driving Policy.
