The Philadelphia Area Independent School Business Officers Association Health Benefit Trust (“the Trust” or “HBT”), seeks a strategic leader to serve as its next Executive Director.

PAISBOA Health Benefit Trust is a fully independent, single-payer trust serving Philadelphia area independent education institutions. An organization that started with the vision of a small group of independent school business leaders is proud to celebrate 50 years of successful collaboration with its members. In 2014, with the support of its 130 member schools, it made the bold leap into self-funded medical insurance, enabling the Trust to maintain control over its insurance future and open up even greater opportunities for it to better serve its members. From its beginnings as the PAISIG Technical Committee, this organization has always relied on the “power of the flock” to ensure the best value for its members, and the Trust will continue this commitment to excellent service in its next iteration.

The new Executive Director will assume leadership of the Trust at a time of tremendous opportunity. Already recognized for responsiveness and overall high-quality service, the Trust has gotten off to a stunningly good start, with significant reserves after year one and an unprecedented 0% renewal in 2017 and 2.6% for 2018. It is poised to achieve even greater levels of excellence and professionalism under the considered direction of its next leader.

The Executive Director is responsible for managing and developing the strategic goals of the Trust, working in partnership with the 12-member PAISBOA HBT Board. The Executive Director will oversee the HBT Operations Manager, an annual operating budget of $5.3 million, and a claims budget of more than $95 million. Key responsibilities for the new leader include working with stakeholders to develop a vision for strategic growth of the organization, creating and administering a set of strategies necessary to deliver quality health plans to member schools; working productively with the Board of Directors; developing and evaluating systems and policies for the Trust; maintaining organizational expert knowledge of healthcare industry best practices and trends; managing all aspects of staff activities, including an assessment of the operational needs, infrastructure, policies, and procedures to take the organization to the next phase of professionalism, administration of vendor contracts and oversight of financial systems; and providing oversight of all systems of accountability.
