The Bail Project seeks a passionate and experienced data manager and strategist to join its team as its inaugural Chief Data Officer. The Bail Project (TBP) is a new nonprofit organization designed to combat mass incarceration by disrupting the cash bail system – one person at a time. On any given night in America, there are 450,000 people held in local jails without being convicted of a crime – the vast majority of who are there solely due to financial hardship. Unable to pay bail to secure their freedom, people are faced with two choices: plead guilty to their charge, or sit in jail until backlogged court systems can hear their case – which can often take weeks or months. Unaffordable cash bail and pretrial detention undermine the presumption of innocence and criminalize poverty, almost exclusively impacting low-income communities, and disproportionately affecting women and people of color.

The Bail Project comprises a central support team and a network of Bail Disruptors who work in local jurisdictions to identify community members in pretrial detention, pay their bail, and provide support throughout the legal process. In its short history, TBP has experienced rapid growth and has ambitious plans to scale further. Over the next five years, the organization will open dozens of sites in high-need jurisdictions with the goal of paying bail for over 100,000 low-income Americans, all while collecting stories and data that prove money bail is not necessary to ensure people return to court, working toward a legal system where pretrial release with voluntary supports, not mandatory supervision, is the norm. It is a bold goal, with immediate impact and driving toward a day when this work is no longer necessary.

Unassailable, thoughtful, secure, and easily accessible data is essential to the success and scaling efforts of TBP and, in turn, reform of the pretrial detention system. As such, the inaugural Chief Data Officer will have critical responsibility to build and operationalize a long-term, sustainable, multi-site data strategy to prove the concept of TBP’s mission, and broad latitude to build the team to execute on this strategy.

As a member of the central team, the Chief Data Officer will report directly to the Chief Executive Officer and play a critical leadership role within TBP, leading the development of a data strategy and supporting data programs, ensuring alignment with TBP’s vision, programmatic goals, and long term objectives for systems change. In particular, the Chief Data Officer will be expected to build a culture of data and evaluation across a multi-site, rapidly scaling organization to drive local and national systemic change; develop and lead a centralized data operations infrastructure and team; serve as key member of the leadership team; and build relationships externally with a wide array of stakeholders, amplifying the work and impact of TBP.
