Oregon State University, Chief Executive of Audit, Risk and Compliance

We are pleased to announce the completion of our search for the Chief Executive of Audit, Risk and Compliance (CEARC) at Oregon State University (OSU). From a strong pool of candidates, OSU has selected Dave Terry to fill this important position, beginning November 17, 2025.

Mr. Terry brings more than 22 years of experience in audit, consulting, and compliance, with a distinguished career focused on higher education and public service in Oregon. He most recently served at Portland State University, where he built a robust internal audit function and founded the Center for Internal Audit. Under his leadership, the Center provided services to multiple institutions and agencies across the state - including Southern Oregon University, where he expanded his experience in compliance - while also creating valuable experiential learning opportunities for students. Mr. Terry’s innovative approach not only strengthened institutional accountability but also generated strategic funding to support university-wide initiatives. 

Earlier in his career, Mr. Terry worked for Portland Community College, the Oregon University System, which included Oregon’s seven public universities, and the State of Oregon. Mr. Terry is well-connected in the field as an active member of the Institute of Internal Auditors, the Association of College and University Auditors, the Pacific Northwest Higher Education Internal Audit Network, and the Association of Certified Fraud Examiners.
