Rutgers The State University of New Jersey, Vice President for Financial Planning and Analytics—Chief Budget Officer

Cathy Brennan is the Vice President for Financial Planning and Analytics—Chief Budget Officer at Rutgers, The State University of New Jersey, effective June 1, 2025.

At Rutgers, Brennan leads institution-wide efforts in financial planning, budgeting and data analysis, overseeing two teams: the University Budget Office and UFA Data Analytics. Working closely with senior leadership, Brennan develops and executes financial planning strategies, advances financial sustainability efforts at the University, and serves as a strategic partner to support the University’s mission, goals, and core educational and administrative objectives.

Brennan previously served as the Senior Vice President for Finance/Chief Financial Officer at the New Jersey Institute of Technology, where she was responsible for stewarding all aspects of the NJIT’s financial resources, including overseeing the Division of Finance and providing a vision for the university’s operating budget. She comes to Rutgers with a wealth of experience in financial management, including within higher education and the public sector.

Brennan earned an MA in Economics from the New School for Social Research and a BA in Economics from Drew University.
